Overview
The Unified Carrier Registration (UCR) is part of a federally-mandated program where states collect fees from motor carriers and other entities based on the number of qualifying commercial motor vehicles in their fleets.
Interstate motor carriers are required to register and pay the annual fees under the Unified Carrier Registration Agreement (UCRA).
The UCR filing dates for 2023 registrations are October 1, 2022, through December 31, 2022.

Who Does UCR Apply To?
The UCR Agreement applies to:
- Interstate for-hire property and passenger carriers
- Exempt for-hire carriers
- Private property carriers
- Interstate freight forwarders, brokers, and leasing companies
Carriers from Canada or Mexico operating in the U.S. are also subject to UCR registration.
Carriers that are exempt from UCR include:
- Intrastate-only carriers
- Private passenger carriers, such as church busses
