e-Manifest final user fees announced, just in time for system launch

Paper manifests to cost $15

EPA used a June 27 webinar to announce the final user fees for electronic and paper manifests. The e-Manifest system is set to launch on June 30, 2018. After that date, receiving facilities must submit completed manifests to EPA for inclusion in a public-facing database.

EPA says it now has a contract in place for setting up and hosting the system and for running the paper processing center. Effective June 30, 2018 – September 30, 2019, the manifest user fees are as follows:

Mailed in paper manifest $15.00
Scanned image upload $10.00
Data + image upload $6.50
Electronic (fully electronic & hybrid) $5.00

The final fees are different from EPA’s earlier estimates, which had predicted paper manifests to cost $20 each and fully electronic manifests to cost $4.

The e-Manifest user fees apply at the receiving facility level. EPA will send a monthly invoice to receiving facilities based on the number of manifests they submitted to the system each month. The Agency expects these facilities to pass the costs along to their customers.
