July 21, 2004 - Any entry-level driver who will begin driving a CMV in interstate commerce on or after this date must receive training before driving a CMV

October 18, 2004 - All entry-level drivers who first began operating a CMV in interstate commerce between July 20, 2003 and July 20, 2004
