CSA 2010 Enforcement Program

The FMCSA is in the process of launching the new Comprehensive Safety Analysis 2010 (CSA 2010) initiative. The goal of CSA 2010 is to reduce the number of large truck and bus crashes and associated injuries and fatalities, while making the most efficient use of FMCSA resources.

As CSA 2010 is implemented in pilot states and is rolled out to all carriers, there is no grace period. Your company's new BASIC scores will be calculated retroactively using the most recent 24 months of violation and crash history.

Because the scoring is retroactive, you need to begin preparations and make changes now. Your most recent six months of history are weighted the heaviest, so make an impact by starting now.

Evaluation - Safety Fitness Determination (SFD)

The Safety Evaluation, which will be renamed Safety Fitness Determination (SFD), involves the FMCSA determining what (if any) interventions the FMCSA will take against the carrier or driver, based on the carrier’s or driver’s score when compared to predetermined thresholds.

Once a carrier’s BASICs are scored, interventions are determined using two thresholds: Intervention threshold and Unfit (failed) threshold.

Interventions

Carriers that have been evaluated as needing interventions will be subject to a variety of interventions. The specific intervention will depend on the carrier’s BASIC scores and enforcement history. The interventions include the following:

  • Warning letter
  • Increased roadside enforcement
  • Focused off-site investigation
  • Focused on-site investigation
  • Cooperative safety plan
  • Notice of violation
  • Comprehensive on-site investigation
  • Notice of claim, penalty, and settlement agreement
